This refers to the routine safety inspection conducted by Mr .. A. W. Markley
of this office on October 30 through November 6, 1991, of activities at the
Palisades Nuclear Generating Plant, authorized by NRC Operating License No.
DPR-20 and to the discussion of our findings with you and others of your
staff at the conclusion of the inspection.
Areas examined during this inspection are identified in the report. Within
.these areas, the inspection consisted of selective examinations of procedures
and representative records, and interviews with personnel .
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice.
A written response
is required.
In addition, a violation was identified in the area of
radioactive material control. Since this violation met the criteria specified
in Section V.G of the Enforcement Policy, this violation will not be cited.
Additionally, an Unresolved Item is identified in Section 10 of the attached
inspection report pertaining to the design and construction of your radioactive
waste processing and storage facilities and your radioactive material storage
facilities.
We understand that you will complete your evaluation of the
issues associated with the Unresolved Item by February 1, 1992.
After you
have completed your evaluation, we will review the matter further during a
future inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance Procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511 .
