This refers to the routine safety inspection, conducted by Messrs.

J. K. Heller and J. R. Roton of this office during the period of

September 24 through November 4, 1991, of activities at the Palisades

Nuclear Generating Plant authorized by NRC Facility Operating License

No. DPR-20 and to the discussion of our findings with you and others

of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During the inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice of Violation. A

written response is required.

Certain other activities, as described in paragraph 7

the enclosed report, also appeared to be in violation of NRC requirements.

However, you identified these violations and to encourage and support licensee

initiatives for self-identification and correction of violations, the

violations are not being cited because the criteria specified in Section V.G.

of the

11General Statement of Policy and Procedure for NRC Enforcement Actions,

(Enforcement Policy, 10 CFR Part 2, Appendix C (1991)), were satisfied.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures and your response to this letter will be placed

in the NRC Public Document Room.

The response directed by this letter and the accompanying Notice of Violation

are not subject to the clearance procedures of the Office of Management and

Budget as required by the Paperwork Reduction Act of 1980, .PL 96-511.
