WITHDRAWAL OF COMMITMENT Generic Letter 81-10, "Post-TMI Requirements for the Emergency Operations Facility", dated February 18, 1981, provided the NRC's position with respect to location and habitability requirements for the Emergency Operations Facility.
In our June 1, 1981 response to the generic letter, we discussed the conceptual design of the facility and responded to various information requests.
In that response we committed to provide a diesel-backed power supply to the critical functions monitoring system (CFMS) or as it was generically termed, the safety parameter display system (SPDS).
Recently, during the development of the design basis document (DBD) for the uninterruptible power supply (UPS), a task which is being performed as part of the Configuration Control Project, the commitment to power the CFMS from a diesel-backed power supply was discovered.
However, the current CFMS design is not powered from a diesel-backed power supply.
We have reviewed docketed responses pertaining to our CFMS including Generic Letter 81-10 (NUREG 0737), Generic Letter 81-17 (NUREG 0696), Generic Letter 82-33 (Supplement 1 to NUREG 0737) and Generic Letter 89-06, "Task Action Plan Item I.D.2 - Safety Parameter Display System - 10 CFR §50.54(f)" and find no specific requirement that the CFMS is required to be powered from a diesel-backed power supply. Additionally, in our July 10, 1989 response to Generic Letter 89-06, we certified that our CFMS met the requirements of Supplement 1 to NUREG 0737.
On April 19, 1990 the NRC responded to our July 10, 1989 submittal and concluded that"... the Palisades Plant has met satisfactorily all requirements for SPDS specified in NUREG 0737, Supplement l."
Palisades has procedures in place which can be used if the CFMS is not available.
In the event that the CFMS is not available, the same data used in the CFMS is retrievable from other data sources. Therefore, the loss of the F

CFMS poses no significant decrease in the protection of the public health and safety.
Since no specific requirement exists to have the CFMS powered from a diesel-backed power supply and the loss of the CFMS poses no significant decrease in the protection of the public health and safety, we intend to withdraw the commitment to have the CFMS powered from a diesel-backed power supply.
Finally, it should be noted that CFMS is the data feeder for the Emergency Response Data System (EROS).
In our June 27, 1989 response to the EROS survey (TAC No. 73444),Section IV, Subsection iv, Item b, we stated that the UPS will supply the CFMS for greater than sixty minutes following the loss of offsite power.
This information is consistent with our current CFMS design and, therefore, no changes in commitments pertaining to EROS are anticipated.
