PROGRAMMED ENHANCEMENTS FOR GENERIC LETTER 88-17, LOSS OF DECAY HEAT REMOVAL (TAC NO. 69761)

NRC letter dated October 17, 1988 (Generic Letter 88-17, "Loss of Decay Heat Removal") discussed loss of decay heat removal events during shutdown conditions and recommended expeditious actions and long term programmed enhancements. The letter required submittal of actions taken to implement the recommended expeditious actions within 60 days and a submittal of a description of enhancements, specific plans and an implementation schedule for each of the six recommended programmed enhancements within 90 days. Consumers Power Company's response to the recommended expeditious actions for the Palisades Plant was provided by letter dated January 3, 1989 and Consumers Power Company's response to the recommended programmed enhancements for the Palisades Plant was provided by letter dated January 31, 1989. Additionally, the NRC letter dated July 17, 1990 requested that Consumers Power Company inform the NRC in writing when the scheduled actions have been implemented and the scheduled modifications are determined to be operational.

This letter is in response to the NRC July 17, 1990 letter and hereby informs the NRC that the actions were implemented and modifications were completed as scheduled. Thus, the expeditious actions and programmed enhancements, with the exception of the shutdown cooling system technical specifications, have been implemented or are operational. The shutdown cooling system.technical specifications change request was submitted on June 28, 1989, revised on May 1, 1991, and is, at the request of the NRC staff, undergoing further revision which will be submitted before October 1, 1991.
