Dear Mr. Slade:

This refers to the routine safety inspection conducted by Mr. J. K. Heller

and others of this office during the period of April 6 through May 13,

1991, of activities at the Palisades Nuclear Generating Plant authorized

by NRC Facility Operating License No. DPR-20 and to the discussion of our

findings with you and other members of your staff at the conclusion of the

inspection. This refers also to the routine management meeting conducted with

you and members of your staff, and staff of the Nuclear Regulatory Commission,

Region III, which was held in the Region III office on April 18, 1991.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, an additional example of a violation, previously the

subject of a Notice of Violation issued with Inspection Report 50-255/91006(DRSS),

was identified. The example is documented in Paragraph 3.a~

A Notice

of Violation is not being issued for this example.

We will consider this

example in review of your corrective action for the identified problem.
