Enclosed for your review, prior to our scheduled meeting of March 22, 1991, is

the Initial SALP 10 Report for the Palisades Nuclear Plant, covering the period

September 1, 1989 through December 31, 1990.

In accordance with NRC policy, I have reviewed the SALP Board Assessment

and concur with their ratings. It is my view that your conduct of nuclear

activities in connection with the Palisades facility was appropriately

directed to the assurance of safety.

In the areas of plant operations, maintenance/surveillance and security, your

activities reflected a degree of management attention and levels of performance

which were commendable and, th-us, these areas were rated Category 1.

The

operations and the maintenance/surveillance areas improved from the last

assessment period.

In the area of radiological controls, excellent preparation,

training and program implementation to maintain low doses during the Steam

Generator Replacement Project (SGRP) were noted.

However, performance declined in the areas of emergency preparedness and

engineering/technical support.

Both were rated Category 2 with a declining

trend. It is significant that the lower rating in engineering/technical

support stems principally from weaknesses in design control, which was a

problem identified in the last assessment period. Staffing and training were

particular weaknesses in the area of emergency preparedness.

Management

attention to these functional areas is suggested.

At the SALP meeting, you should be prepared to discuss our assessments and

your plans to improve performance where ~eeded. The meeting is intended to be

a candid dialogue wherein any comments you may have regarding our report are

discussed. Additionally, you may provide written comments within 30 days after

the meeting.

Your comments, a summary of our meeting, and my disposition of

your comments will be issued as the Final SALP Report.
