REQUESTED RELIEF FROM REQUIREMENTS OF SPECIFIC ASME BOILER AND PRESSURE VESSEL CODE REQUIREMENT - CONTAINMENT AIR COOLER LEAKAGE (TAC NO. 79444)

By letter dated January 16, 1991, as amended February 11, and February 27, 1991, Consumers Power Company requested relief from the ASME Boiler and Pressure Vessel Code,Section XI, Table IWD-2500-1 Examination Category D-B, Item No.

D2.10, and IWA-5250 as clarified by Inquiry Number 89-017, for the 5/8-inch tubing sections of Containment Air Coolers VHX-1, 2, ~and 4.

Based on our review, we have determined that the testing for which this relief has been requested is impractical to perform and that the alternative requirement for monitored leakage not to exceed a total of 4 gpm is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest.

In making this determination, we have given due consideration to the burden that could result if the zero leakage requirements were imposed on your facility.

The relief is granted effective immediately and shall expire upon the completion of refueling outage No, 9 (or April 30, 1992, whichever occurs first}, pursuant to 10 CFR Part 50.55a(g)(6)(i).
