~QI 2.. r 7 As part of the Reactor Protection System upgrade incorporated in License Amendment 118 the NRC performed an audit of the Thermal Margin Monitor (TMM) modification at Palisades. Subsequent to the audit, action was taken by Consumers Power to confirm that the. operating temperature of the TMM was bounded by the qualification testing. This action included adding cooling fans to the TMM control cabinet to assure, based on a 90°F control room temperature, that the design temgerature (131°F) of the TMM would not be exceeded.

To assure that the 90 F control room temperature is not ~xceeded the NRC requested, in a letter dated March 28, 1990, that a Technical Specifications change be proposed.

As described below, we have concluded that with the administrative controls presently in place a Technical Specifications change will not be submitted at this time, but we will evaluate the NRC request as pa~t of our Restructured Technical Specifi~ations progr~m.

On November 19, 1984, Consumers Power Company submitted a Technical Specifications change request (TSCR) which included a 12-hour surveillance to.

-verify the control room air temperature to be~ *90°F.

This survefllance was incorporated in the Operations Department Standing Order 54, Supplemental Technical Specifications. These Supplemental Technical Specifications incorporate committed actions that impose more restrictive requirements than in the approved Technical Specifications. The 12-hour surveillance of the control room temperature remains a requirement of the standing order.

The November 19, 1984 TSCR was supplemented on November 21, 1985 and February 28, 1986.

These supplemental changes did not affect the 90°F temperature requirement.

The TSCR was subsequently withdrawn on January 24, 1989.

The NRC accepted the withdrawal in a letter *dated May 15, 1989 which indicated, as had been requested by Consumers Power, that the required changes would be incorporated in the Palisades Restructured Technical Specifications 1/A (RTS).

Until the RTS are submitted and approved, the 90°F surveillance will remain in effect in Standing Order 54 or other equivalent administrative control. Consumers Power concludes that the Standing Order adequately provides for the monitoring of the control room temperature and, therefore, a proposal to amend the Technical Specifications will not be submitted at this time.
