SUBJECT:

THERMAL MARGIN MONITOR (TMM) AUDIT FOLLOW-UP (TAC 72065)

As part of the Reactor Protection System (RPS) upgrade incorporated into License No. DPR-20 by Amendment 118 (November 15, 1988) the Instrumentation and Controls Branch of NRR performed an audit of the Thermal Margin Monitor (TMM).

This audit resulted in an item to be confirmed by Consumers Power Company, namely, that the TMM design and installation be reviewed to confirm that the operating temperature of the TMM is bounded by the qualification testing.

CPCo submitted the required analysis by letter on December 28, 1988.

We have completed our review of this analysis and have concluded that the cooling fans th~t have been added address adequately this audit concern.

However, CPCo is requested to propose an amendment to the Technical Specifications to ensure a control room temperature not greater than 90 F.

Additionally, the FSAR should be updated to reflect this operating limit.

Please propose the requested amendment not later than July 30, 1990.
