Gentlemen:

This refers to the special safety inspection conducted by Dr. J. E. House-*

and Ms. B. L. Hamrick of this office on October 16-17, 1990, of activiti~s

at the Palisades Nuclear Generating Plant, authorized by NRC Operating

License No. DPR-20, and to the discussion of our findings with Mr. R. M. Rice

and others of your staff at the conclusion of the inspection and on November 2,

1990.

The inspection was conducted to review the circumstances surrounding your

identification of falsification of quality control records in the Chemistry

Department.

The enclosed copy of our inspection report identifies areas

examined during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

observations, and interviews with personnel.

No violations of NRC requirements were identified during this inspection.

However, we are concerned with the apparent falsification of proficiency

testing records by a chemistry technician and its implications for the quality

of laboratory analytical data.

We request that you inform us, in writing

within thirty days of the date of this letter, of your corrective actions taken

to address the specific problems noted in this event and to ensure the -

integrity of laboratory data.

We understand that your corrective actions will

include testing the chemistry technician upon his return to duty following his

suspension to ensure he is capable of performing required analyses.

You should

also be prepared to discuss this matter in the _enforcement conference scheduled

for November 15, 1990, in Region III.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
