This refers to the routine fitness-for-duty inspection conducted by

Mr. J. Kniceley of this office on October 16-19, 1990 of activities at

Palisades Nuclear Power Plant authorized by License No. DPR-20 and to the

discussion of our findings with Mr. G. B. Slade and other members of your*

staff at the.conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

However, a special reactive inspection, conducted concurrently*

with this initial Fitness-For-Duty inspection, of your Quality Assurance Audit

Report No. QA-90-02 showed that significant elements of 10 CFR Part 26 may not

have been addressed or adequately implemented from January 3, 1990 until the

audit, February 12 - March 3, 1990.

Our evaluation of the audit findings will

be documented in Inspection Report Nos. 50-155/90020 and 50-255/90027.

In accordance with 10 CFR 2.790(a) of the Commission's regulations, a copy

of this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
