EXAMINATION REPORT During the week of August 6, 1990, the NRC administered examinations to employees of your organization who had applied for licenses to operate your Palisades Nuclear Plant.

In addition, requalification retake examinations were administered to two reactor operators who had failed the March 1990 requalification examinations.

At the conclusion of the examination, the examination questions and preliminary findings were discussed with those members of your staff identified in the enclosed report.

We are concerned about the quality of the reference material sent to the NRC and contractor examiners for examination development purposes.

For the NRC to make licensing decisions on individuals, the examinations we administer must have content valid questions, discriminatory questions, and meet our sample plan for diversity of subject areas.

The quality of the material submitted for our use has a direct bearing on these three factors.

Therefore, in order for the NRC to produce examinations which meet minimum requirements complete, detailed, and accurate reference material is essential. During the preparation of this examination in many cases the material provided failed to contain in-depth descriptions of system and/or component operations. In addition, in a few cases, drawings, figures, and licensee event reports (LERs) referenced by the material were not included.

When the NRC requested that the system descrip-tions be provided to supplement the reference material, the licensee stated that they were outdated and technically inadequate to be of any help for examination development purposes and therefore were not sent.

We request that you respond in writing within sixty (60) days of the date of this letter regarding your plans to ensure that appropriate, accurate, and detailed materials are provided for generation of future examinations.

If more than minor changes are necessary, please provide a time table for implementation.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosures will be placed in the NRC Public Document Room.
