REQUALIFICATION EXAMINATION REPORT On the week of March 12, 1990, the NRC administered requalification examinations to employees of your organization who operate your Palisades Nuclear Plant.

At the conclusion of the examination, any generic findings that evolved as a result of the examinations were discussed with those members of your staff identified in the enclosed report.

As a result of this evaluation, yo~r requalification program has been assigned an overall program rating of satisfactory in accordance with the criteria of NUREG-1021, ES 601.

During this evaluation, the NRC observed a significant improvement regarding the facility evaluators ability to conduct consistent and objective examinations as discussed in Section 4 of this report, as well as their ability to provide unbiased evaluations of the operators. However, an NRC concern, as discussed in Section 7 of this report, regarding facility and training center staffing was identified during this evaluation.

Licensee representatives who were to be dedicated to the examination team were required to participate in collateral activities which significantly reduced the time available for examination development.

This was evidenced by the poor quality regarding 11 attention to detail 11 in the written examination that was submitted to the NRC for approval.

In addition, the NRC identified deficiencies, concerning the written examination question bank, similar to those identified during the April 1989 requalification examination, (Report No. 50-255/0L-89-01). These deficiencies appear to indicate either a lack of staffing availability or a lack of commitment on the part of the licensee to ensure that the requalification program is successful.

We request that you respond in writing within sixty (60) days of the date of this letter regarding this matter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosures will be placed in the NRC Public Document Room.
