FEB ~* ;;:. 1990 This is to acknowledge receipt of your letter of December 20, 1989, which transmitted changAs to the Palisades Plant Site Emergency Plan (SEP).
These revisions were received in this office on December 27, 1989.
The revisions included changes to Section 4, tmergency Conditions.
We have completed our review of these changes.
One of the changes was made in the Emergency Action Level (EAL) tables "Method of Detect i on 11 for a miscellaneous Unusual Event from 11SED's (Site Emergency Director's) opinion or Tech Spec 3.0.3 activated" to 11SED 1 s opinion or Initiation of Power Reduction required by Technical Specification." The other changes were also in the EAL tables,- and related to electrical conditions such as loss of AC power and loss of DC power.
These changes are satisfactory and should not decrease the effectiveness of the SEP.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
