SUBJECT:
STEAM GENERATOR TUBE CRACK GROWTH DURING A STEAM LINE BREAK (TAC 71851)
On May 22, 1989, Consumers Power Company submitted an evaluation of the potential for an existing circumferential tube crack to grow to a critical size as a result of a steam-line break. This evaluation was requested by the NRC because of concerns arising from recent occurrences of such cracking at support plate locations in the Palisades Plant steam generators.
The maximum crack size observed at the Palisades Plant at the time the analysis was performed was less than 90 degrees of tube circumference.
The CPCo analysis concludes that the maximum crack size that can exist in the steam generator without bursting during a steam-line break is 187 degrees of tube circumference.
CPCo has concluded that the critical crack size is much larger than the expected crack size; therefore, a steam-line break is not expected to result in tube rupture.
CPCo has fulfilled its commitment to the NRC with the submittal of this analysis. Because of CPCo's decision to replace the steam generators in the Fall of 1990, we do not plan a detailed review of the submittal.
No further staff action on this issue is planned.
