Gentlemen:
This refers to the special safety inspection conducted by Messrs. W. C. Liu
and J. A. Gavula of this offi~e dn August 14 through December 7, 1989, of
activities at the Palisades Nuclear Generating Plant authorized by NRC
Operating License No. DPR-20 and to the discussion of our findings with
Mr. G. B. Slade and others of your staff at the conclusion cf the inspection.
The purpose of this inspection was to determine whether activities associated
with the Palisades snubber reduction program were implemented in accordance
with the FSAR commitments and regulatory requirements. Within these areas, the
inspection consisted of a selective examination of procedures and representative
records, observations, and interviews with personnel.

During th*s i~~pection, certain of-your activities appeared to be in violation
of NRC requirements.
Ycu will be notified by separate correspondence of our
decision regarding enforcement action based on the findings of this inspection.
No written response.is required until you are so notified of the proposed
enforcement action.
In accordance with 10 CFR 2.790 of the Ccmmission
1s regulations, a copy of
this letter and the enclosures, will be placed in the NRC Public Document Room.
We will gladly discuss any questions you have concerning this inspection.
