This confirms our plans as discussed between Mr. E. R. Schweibinz of this office and.Mr. D. Johnson of your staff to conduct an enforcement conference at 11:00 a.m. on Monday, January 8, 1990 at the Region III Office in Gl~n Ellyn, illinois. The -purpose of this enforcement conference is to discuss apparent violations concerning design controls relative to IE Bulletin 79-14, and recent modification efforts.
As part of this conference, please be prepared to address the issues given in Attachment A of this letter.
We will gladly discuss any questions you may have regarding this matter.

ATTACHMENT A ENFORCEMENT CONFERENCE ISSUES
- Summarize the deficiencies identified during and after the recent NRC inspection, that have required modifications in order to bring them back to within FSAR allowables.
Discuss the statement made in CPCo letter dated November 21, 1989 from K. W.
Be~ry to the NRC regarding the types of erfors previously noted by Consumers Power Company piping analysis pe~sonnel which upon reanalysis were found to be insignificant and only rarely required equipment rework.
Provide specific examples.
Give an assessment of the potential extent of the design control deficiencies b~sed on the results of the Engineering Team Inspection and Snubber Reduction/IE Bulletin 79-14 Inspection.
Address the root cause(s) of.the design control violations cited in the Engineering Team Inspection (255/89007) and the Snubber Reduction/IE Bulletin 79-14 inspection (255/89024).
Briefly discuss planned corrective actions.
Discuss the results of the ongoing Configuration Control Project (CCP) with examples of the discrepancies which have been discovered and corrected. Discuss why the CCP did not discover apparent overall inadequacies of the IE Bulletin 79-14 project.
