Enclosed for your review, prior to our scheduled meeting of November 27, 1989,

is the Initial SALP 9 Board Report for the Palisades Nuclear Plant, covering

the period June 1, 1988 through August 31, 1989.

In accordance with NRC policy, I have reviewed the SALP Board Assessment and

concur with its ratings.

Your overall performance remained essentially the

same as the previous SALP period.

This sustained performance resulted in

the areas of Emergency Preparedness and Security receiving SALP Category 1

ratings, a continuation from the previous SALP.

The areas of Operations and Maintenance/Surveillance received a Category 2

rating with an improving trend.

In the Operations area, the improving trend

was the result of a continued decline in personnel errors and enforcement

history combined with strong management oversight of this area.

With regard

to the combined area of Maintenance/Surveillance, the Surveillance area was a

strong performer, with no missed surveillances and a program that continued

to perform well.

In the Maintenance area, overall performance continues to

improve.

However, the weaknesses identified in the I&C training area and

the training program for nonpermanent and contractor personnel combined with

personnel errors in the performance of maintenance were indicative of areas

requiring additional management attention.

The overall rating for Maintenance/

Surveillance area was weighted towards maintenance.

Safety Assessment/Quality Verification was an area not rated during the last

SALP, and included the previously rated areas of Licensing Activities and

Quality Programs and Administrative Controls Affecting Quality. A SALP 8

concern regarding the quality of licensing actions remained a concern during

this SALP period, and was among the contributors that resulted in the

assignment of a Category 2 rating for this functional area.

Finally, the areas of Engineering/Technical Support and Radiological Controls

retained the Category 2 ratings given in the previous SALP period.

At the SALP meeting you should be prepared to discuss our assessments and your

plans to improve performance.

The meeting is intended to be a candid dialogue

between our respective staffs and any comments you may have regarding our

report are welcomed.
