This refers to the routine safety inspection conducted by Ors. J. E. House and
R. B. Holtzman of this office on July 26-28 and July 31 through August 1, 1989
of activities at the Palisades Nuclear Generating Plant, authorized by NRG
Operating License No. DPR-20, and to the discussion of our findings with
Mr. R. M. Rice and others of your staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
No violations of NRG requirements were identified during the course of this
inspection.
We are concerned, however, with the analytical measurements and
laboratory quality assurance weaknesses described in Sections 6 and 7 of the .
enclosed inspection report.
As discussed at the exit meeting at the conclusion
of the inspection, we request that you inform us~ in writing within 30 days of
the date of this letter, of your corrective actions for the weaknesses.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRG Public Document Room.
We will gladly discuss any questions you have concerning this inspection.
