JUN 0 8 1989 This is to acknowledge receipt of your letter of May 3, 1989 which included a description of the scope ~nd objectives for the July 19, 1989 Palisades Plant utility only emergency exercise.

We have reviewed this submittal.

Some minor concerns with part of Objective No. 3, specifically 3.b., performance of in-plant and offsite field surveys, have been explained satisfactorily by Mr. Anthony R. Katarsky, Emergency Planner, to Mr. James P. Patterson of my staff by telephone on June 2, 1989.

We have no concerns with these proposed scope and objectives, and they are therefore considered acceptable.

When we receive the entire scenario package, we will review it and provide our comments to Mr. Katarsky.

If your staff have any questions or proposed changes to these exercise objectives, please have them contact Mr. James P. Patterson of my staff at (312) 790-5536.
