DELAY lN SUBMITTAL OF TECHNICAL SPECIFICATIONS CHANGE REQUEST FOR SHUTDOWN COOLING SYSTEM In.Consumers Power Company's 90-day response to Generic Letter 88-17, dated Janu?ry 31, 1989 a commitment was made to submit a Technical Specification Change Request (TSCR) which addresses Shutdown Cooling System operation.
We had indicated the TSCR would be submitted by April 1, 1989.
Significant concerns have been raised in the inhouse review of the draft of this TSCR.
These concerns have led to an expanded scope of what was originally perceived and also involves a larger resource allocation.
While significant effort has been expended to date, reassessment of the scope leads us to conclude a 90-day delay is necessary to ensure the TSCR is complete and agreeable to all concerned within Consumers Power Company.
This subject Shutdown Cooling System change request will replace the one submitted April 30, 1985 (TAC No.
42130) which is hereby requested to be withdrawn.
