MAR 16 1989 This is to acknowledge receipt of your letter of February 17, 1989, which transmitted changes to the Palisades Site Emergency Plan (SEP).
These revisions were received in this office on February 24, 1989.
These revisions included Revision 6 for Appendix D, Emergency Implementation Procedures.
This appendix included a revised list of all current Emergency Implementation Procedures (EIPs) in a Table of Contents plus a separate list of these EIPs with a brief explanation of the contents of each procedure.
We have completed our review of this revised Appendix D and noted that the Palisades SEP copies in the Region III office still included EIP 6. 11 and EIP 6. 12.
Upon-inquiry to the Emergency Preparedness Coordinator (EPC) on March 6, 1989, Mr. James Patterson of my staff learned that these two EIPs had previously been cancelled by the licensee.
EIP 6. 11, Offsite Dose Calculation-Segmented Gaussian Dose Model, has been incorporated into Appendix F of the General Office Emergency Planning Procedures (GOEPP), a corporate-level procedure manual.
EIP 6. 12, Comparison of Offsite Monitoring with Offsite Dose Calculations, has been incorporated into EIP 6.0, Offsite Dose Calculation and Recommendations for Protective Actions.
We do have current copies of Appendix F of the GOEPP and EIP 6.0 The EPC learned, upon inquiry to Document Control at Palisades, that there were some computer outages in that time span (circa late 1986), and cancellation sheets may not have been forwarded to Region III.
He is forwarding an official cancellation notice to us which states that EIP 6. 11 and EIP 6. 12 have been cancelled.
Upon rec~ipt of this notice we will remove these procedures from our Palisades EIP manuals.
In conclusion, we have determined that this revised Appendix D of the Palisades SEP is acceptable, and the revisions identified therein will not decrease the effectiveness of the plan.
Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan.
However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval.
In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, changes to the

19~S1 Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR, Part 50, Appendix E,Section V (Implementing Procedures).
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Publi~ Document Room.
