LOSS OF DECAY HEAT REMOVAL (GENERIC LETTER No. 88-17)

Gordon L Heins Senior Vice President Energy Supply Your letter of December 2, 1988 regarding the subject Generic Letter expressed your belief that the nuclear industry as a whole has not aggressively responded to resolve Commission concerns involving the potential serious consequences of loss of shutdown cooling concurrent with significant core decay heat.

I assure you we understand the significance of these type events and also consider the issue to be of high priority.

We are addressing your concerns accordingly throughout all management levels.

Both the requested 60-day response to the expeditious actions and the 90-day response to the programmed enhancements have been submitted for Commission review by our letters dated January 3, 1989 and January 31, 1989.

As further detailed in the referenced submittals, we have initiated near and longer term actions to address prevention of accident initiation, mitigation of accidents before they potentially progress to core damage, and control of radioactive material if a core damage accident should occur.

Subsequent to issuance of the Generic Letter your Resident Inspectors have observed preparations for and plant operation in reduced inventory conditions while on shutdown cooling as documented in Inspection Report 88026 dated December 23, 1988.

No particular concerns with our implementation of the recommended actions were documented by
