This refers to the special radiological protection team inspection conducted by

Messrs. C. F. Gill, W. J. Slawinski, and M. A. Kunowski of this office during

the period September 6 through December 8, 1988, of activities at the

Palisades Nuclear Generating Plant authorized by NRC Provisional Operating

License No. DPR-20 and to the discussion our findings with Mr. W. L. Beckman

and others of your staff at the conclusion of the onsite inspection, and to

the meeting held on December 8, 1988, at the NRC Region III office between

Mr. A. Bert Davis and members of his staff, and you, Mr. G. L. Heins, and

members of your staff.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in vjolation

of NRC requirements, as specified in the enclosed Notice.

A written response

is required.

Additionally, weaknesses in the personnel contamination and ALARA programs

were identified and were discussed with you during a management meeting

in the NRC/Region III office on December 8, 1988.

No written response to

these weaknesses is requested at this time.

We intend to monitor your

improvement efforts for the weaknesses during future inspections and meetings.

In accordance with 10 CFR 2.790 of the Commission 1s regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room .

subject to the cle.:.arance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
