RESOLUTION OF REACTOR PROTECTION SYSTEM AUDIT CONCERNS -
TEMPERATURE DOCUMENTATION By letter dated November 9, 1988, Consumers Power Company committed to provide, by December 30, 1988, documentation that the ambient temperature which the Thermal Margin Monitor (TMM) could be exposed to is bounded by previously performed testing.
This commitment was made to resolve two of the NRC concerns raised during an on-site audit of the modification performed to upgrade the Reactor Protection System.
The modification was approved by the NRC in Amendment 118 to the Palisades Operating License.
Our responses provided herein completes this commitment.
Our understanding of the first NRC concern is that section 9.8 of the Palisades FSAR implies a design basis temperature for the TMM, which is located in the control room, as the capability of operation continuously at 120°F and intermittently at 140°F.
The TMM is designed and tested for 131°F continuous operation ~nd we have not shown the TMM capable of operating up to the 140°F temperature.
The second NRC concern is the installed configuration is not the same as the as tested configuration and we have not shown th~t in the installed configuration the design temperature of 131°F will be met.
In response to the first concern, the NRC's understanding that 140°F inter-mittent operation is the design basis for the TMM is not applicable.
The 140°F applies to equipment located outside of the control room.
The desigri basis temperature for all control room instrumentation is 120°F continuous operation.
Therefore, the 131°F design temperature is acceptable for the 120°F design basis control room temperature.

- In response to the second concern we have performed a thermal analysis and have installed four panel fans, one for each TMM channel.
As shown in the attached thermal analysis with the installation of the fans, the internal cabinet air temperature within TMM sections will not exceed 115°F, assuming a control room ambient air temperature of 90°F.
This is well within the 131°F design temperature of the Thermal Margin Monitor.
