Gentlemen:

DEC o 9 1988.

This refers -to the routine safety inspection conducted by Mr. R. Mendez of

this office on August 16 through November 18, 1988,.of activities dealing

with the containment integrated leak rate test-at Palisades Nuclear Generating

Plant authorized by NRC Provisional Operating License No. DPR-20, and to

the discussion of our findings with Mr. K. E. Osborne at the conclusion

of the inspection.

The enclosed copy of ou~ inspection report identifies areas examined during

the inspection. Within. these areas, the inspection consisted of a selective

examination of procedures and representative records, Dbservations, arid

interviews wfth personnel.

During this inspection a violation of the valve lineup procedure was identified

for which immediate corrective actions were implemented.

Since this was an

isolated violation that would be categorized as Severity Level V and

appropriate corrective actions were *initiated prior to the erid of the

.

inspection, no Notice of Violation is being issued in accordance with the

criteria of 10 CFR Part 2, Appendix C, Section V.A.

An unresolved item concerning which pressure is acceptable for the performance

of Type C tests us.ed to meet the acceptance criteria of. the Type A test is

discussed in Paragraph 7 of the attached report.

Please submit a description

of how your methodology meets or exceeds the requirements specified in

10 CFR Part 50, Appendix J, Paragraph IILA.5.(b)(l).

By letter dated August 22, 1986, Consumers Power Company (CPCo) requested an

exemption from the requirements of Section III.A.6.(b) of Appendix J to 10 CFR

Part 50 by requesting that if the results of the next Type A met the leakage

rate acceptance criteria of less than 0.75 Lt, the next required test shall

be in accordance with the requirements of Section III.D of Appendix J to

10 CFR Part 50.

On September 17, 1987, the licensee was granted the exemption.

from the scheduler requirements of Section III.A.6(b) on the condition that

the licensee meet the acceptance criteria of a leakage rate less than 0.75 Lt

for-the next Type A test.

The licensee performed a successful Type A test

which met the specified acceptance ~riteria on November 3-4, 1988, therefore,

the licensee is not required to perform a Type A test during the next refueling

outage.

Scheduling of future Type A tests wi 11 be in accordance with the

requirements ,of Section III.D with the licensee performing a set of three

Type A tests, at approximately equal intervals during each ten year service

period.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter are not subject to the clearance

procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980; PL 96-511.

We will gladly discuss any questions you have concerning this inspection.
