OCT 2 8 1988 As indicated by members of my staff at the recent meeting at the Palisades plant on October 20, 1988, with you and members of your staff, the NRC is very concerned with the apparent breakdown in personnel contamination control at the Palisades plant in August, September, and early October of this year.

During this time period, plant personnel identified approximately 900 personnel contaminations. This excessive frequency of personnel contaminations is of significant concern and demands comprehensive investigative and corrective efforts on your part.

I und~rstand that you. have implemented certain corrective actions including additional protective clothing requirements, and that the number of personnel contamination events has dropped significantly in the latter part of October.

However, inasmuch as this decrease in personnel contaminations also corresponds to a significant decrease in outage activities, I am not totally reassured that you have resolved your problems.

I understand that you have requested and received the assistance of INPO in an effort to determine the root cause or causes of this breakdown.

I request that you continue to keep my staff informed of your efforts to resolve this problem and the status of personnel contamination events at the Palisades plant.

Depending upon the results of your efforts, I may request to meet with you and your staff at a future date to further discuss this matter.
