JUL G 8 "1988 This is to acknowledge receipt of your letter of May 19, 1988, which transmitted changes to the Palisades Site Emergency Plan.
These revisions were received in this office on May 26, 1988.
The revisions included Revision 9 to Section 4, Emergency Conditions; and Revision 6 to Figure"'tL-1,:*Em.ergency Facilities, which is part of Section 7, Emergency Facilities and Equipment.
We have completed our review of the Palisades Emergency Plan including those sections listed above., In Section 4 plan changes consisted of revision of certain Emergency Action Levels (EALs) which were previously discussed between Messrs. Brunet, Frigo, and Malone of your staff and Messrs. Patterson and Foster of my staff in a teleconference on March 9, 1988.
Our review of these finalized EALs in Section 4 of the plan has determined that they are satisfactory and the revisions will not decrease the effectiveness of the plan.
The change to Figure 7-1 which now includes the Maintenance Support Center in the communication links for onsite emergency response facilities is also acceptable.
Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan.
However, if your.
safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval.
In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q).
Also., changes to the Emergency Plan Implementing Procedures should be mad~ in a'ccordance with the requirements of 10 CFR, Part 50, Appendix E, §~ction V (Implementing Procedures).
