This is to acknowledge receipt of your letter of June 17, 1988, which transmitted Revision 7 of Section 8 of the Palisades Site Emergency Plan and also a new Appendix I to the plan.

These two plan revisions were received in this office on June 23, 1988.

We have completed our review of the emergency plan including the two sections identified above.

In Section 8.1.3, two additional responsibilities for the Emergency Planning Coordinator have been defined~ These additions refer to the documentation and followup of critique and audit related items identified by your staff relating to emergency drills and internal audits, respectively.

Other changes in Section 8 and*the addition of Appendix I, which cross-references the Site Emergency Plan with NUREG-0654, Revision 1, were also reviewed.

None of these changes decrease the effectiveness of the plan; and the plan remains consistent with the requirements of 10 CFR Part 50.54{q).

Please be reminded that 10 CFR 50.54{q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review indicates no decrease.in emergency preparedness effectiveness, then changes can be made without prior NRC approval.

In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54{q). Also, changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of to CFR, Part 50, Appendix E,Section V (Implementing Procedures).

In accordance with 10 CFR 2.790 of the Conunission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
