MAR 1 t 1988 This is to acknowledge receipt of your letter of Dec~mber 29, 1987, which transmitted Revision 8 to Section 4, Emergency Conditions, of the Palisades Plant Site Emergency Plan.

We have completed our review of Revision 8 to Section 4 of the Site Emergency Plan (SEP).

This review included a table of revised Emergency Action Levels (EALs).

Our review of these EALs included a.teleconference on March 4, 1,988, between Messrs. James Patterson and James Foster of my staff and Messrs. James Brunet, Ronald Frigo and Daniel Malone of your staff.

We have agreed that certain EAL changes will be submitted to our offica for final r~view within 90 days of the date of this letter.

At that time we will make our fi*nal decision on the acceptabilit~ of this emergency plan change; Please be reminded that 10 CFR 50.54(q) requires NRC approval.of any changes to your plan which may decrease the effectiveness of the plan.

However, if your safety review indicates no de.crease in emergency preparedness effectiveness, then changes can be made without prior NRC approval.

In all cases, you must fu~nish copies of each proposed change t6 ~he NRC in accordance wi~h 10 CFR 50.54(q).

Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the* requirements of 10 CFR. Part 50, Appendix E, Sectibn V (Implementing Procedures).

In* accordance with 10 CFR 2.790 bf the.Commission's regulations, a copy of this letter will be placed i.n the NRC Public Document Room.
