Gentlemen:

This refers to the special allegation review inspection conducted by
Messrs. B. Drouin and G. L. Pirtle of this office between October 22, 1987
and January 27, 1988 of activities pertaining to your Fitness For Duty program
at the Palisades Nuclear Power Plant authorized by NRC Operating License
No. DPR-20 and to the discussion of our findings with Mr. K. Berry and others
of your staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection.
Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
No violations of NRC requirements were identified during the course of this
inspection.
Sections 3b.(3) and (4) address observations pertaining to program
weaknesses.
You are requested to provide a written response pertaining to the
program weaknesses within 30 days after receipt of this letter.
The response
requested by this letter is not subject to the clearance procedures of the
Office of Management and Budget as required by the Paperwork Reduction Act
of 1980, PL 96-511.
In accordance with 10 CFR 2.790 of the Commission 1 s regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
We will gladly discuss any questions you have concerning this inspection.
