March 28, 2018 MEMORANDUM TO: Andrea Veil, Executive Director Advisory Committee on Reactor Safeguards FROM: Francis M. Akstulewicz, Director /RA/

Division of New Reactor Licensing Office of New Reactors

SUBJECT:

WESTINGHOUSE ELECTRIC COMPANYS TOPICAL REPORT WCAP-17938, AP1000 IN-CONTAINMENT CABLES AND NONMETALLIC INSULATION DEBRIS INTEGRATED ASSESSMENT, REVISION 2, DRAFT SAFETY EVALUATION REPORT, REVISION 1 By letter dated June 7, 2017, Westinghouse Electric Company (Westinghouse) submitted Revision 2 of topical report WCAP-17938, AP1000 In-Containment Cables and Nonmetallic Insulation Debris Integrated Assessment (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17163A299). Based on its review of WECs topical report, the staff prepared a draft safety evaluation (ADAMS Accession No. ML17348B076). This draft safety evaluation was provided to the Advisory Committee on Reactor Safeguards (ACRS) for information to support a subcommittee meeting held on February 7, 2018, to address this topical report. A full committee meeting is scheduled for April 5, 2018.

To address issues raised by the ACRS Subcommittee, Westinghouse issued an additional supplement to the topical report (ADAMS Accession No. ML18065A037), and the staff prepared Revision 1 of the enclosed draft safety evaluation (ADAMS Accession No. ML18054A095). The staff plans to address the revisions at the full committee meeting.

A review of the draft safety evaluation, Revision 1, for any information exempt from public disclosure has not yet been performed. The U.S. Nuclear Regulatory Commission will withhold the draft safety evaluation, Revision 1, from public disclosure for 10 business days to allow Westinghouse the opportunity to perform a proprietary review. Therefore, the staff requests that the ACRS likewise withhold the draft safety evaluation from public disclosure until it has been determined what information can be publicly released in ADAMS. The staff will inform the ACRS immediately upon Westinghouses indication to the staff that it has finished its review.
