NOV 2 8 1988 This is to acknowledge receipt of your lette~ of November 1, 1988, requesting a change to the Palisades Site-Emergency Plan~ specifically a change to the minimum shift staffing guidelines as listed in Fi~ure 5-6 of Section 5 of the SEP.

As we understand it, as a result of your owr:i review and the changing training requirements and qualifications for certain job positions listed in

  • Figure 5:..6, the Palisades plant can no longer take credit for previous er.ass training that allowed certain employees to be available during the first 30 minutes of an emergency condition.

Based on. several recent discussions be*tween Mr. Norman Brott, the Palisades Emergency Preparedness Coordinator, and Messrs. William Snell and James Patterson of my staff on these proposed changes plus our* own independent review; it is our decision that these changes will not decrease the effectiveness of your emergency plan.

As we have discussed with Mr. Brott, certain items need clarification and simplification to make a more useable emergency staffing chart~ We understand that the key positions for which you want to reduce the on-shift time below 24-hour-a-day coverage are Mechanical Maintenance, Ele~trical Maintenance and.

Your proposal provides availability from 112 to 120 hours0.00139 days <br />0.0333 hours <br />1.984127e-4 weeks <br />4.566e-5 months <br /> per week excluding holidays, with a 30* minute response capability of one to three persons for each of these three positions for time beyond 11?. to 120.

When these discussed changes have been incorporated into the pla~ and the plan submitted to us for final review, we will review the plan to ensure consistency with these approved changes.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan.

However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior*NRC approval.

In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q).

  • Also, changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR, Part 50, Appendix E,Section V (Implementing Procedures).
