ADDITIONAL INFORMATION During the 1986 Appendix R inspection (86022), NRC inspectors found the lack of an Emergency Lighting Units (ELUs) at CV-2001, the Volume Control Tank, Boric Acid Storage Tank and the Fast Make-up Valve to be a violation.
In Consumers Power Company's December 12, 1986 response to the subsequent Notice of Violation, we notified the staff that ELUs had been installed at the Volume Control Tank, Boric Acid Storage Tank and Fast Make-up Valve; and Operators would carry portable lanterns until the problem of obtaining a suitable ELU for installation adjacent to CV-2001 was solved.
Subsequently, by letter dated February 10, 1988, we notified the staff that we had not as previously planned, installed an ELU at CV-2001 during the 1987 repair outage because we had not found an ELU which could endure ambient conditions in a PWR containment; and, if we obtained an ELU which could be relied upon to remain operational in the ambient conditions at CV-2001, we would install it during the 1988 REFOUT.
Since that time, further spurious signal failure mode effect analysis of the high/low pressure interface in the letdown system has determined that manual closing of CV-2001 is not necessary to meet the applicable guidelines of Generic Letter 86-10.
Thus, an ELU is not required at CV-2001.
We have discontinued our search for an ELU which would remain operable in the ambient conditions of a PWR containment and do not plan to install an ELU at CV-2001.
