MICHlliAN'S PROliRESS General Offices: 1945 West Parnall Road, Jackson, Ml 49201 * (517) 788-0550 February 10, 1988 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT -

RESPONSE TO IE INSPECTION.REPORT 50-255/86-022 (DRS) FIRE PROTECTION -

ADDITIONAL INFORMATION Consumers Power Company letter dated October 6, 1987 submitted additional information regarding noncompliance 255/86022-09.

Noncompliance 255/86022-09 is Item 2 on the Notice of Violation accompanying the inspection report and concerns the 10CFR50 Appendix R, Section III.J requirement to have eight-hour' battery powered emergency lighting while operating and gaining access to and egress from CV-2001.

This control valve, located in containment, is used *as a manual backup to insure isolation of primary coolant letdown.

Specific fire scenarios require this manual closure feature to attain safe shutdown.

Our October 6, 1987 letter committed us to install the required lighting at CV-2001 during the Spring 1988 Maintenance Outage.

Due to a steam generator tube leak, the plant was forced into a repair outage on December 4, 1987 and the plant returned on-line on January 28, 1988.

As a result, no spring 1988 maintenance outage (originally scheduled for early April, 1988) is planned.

The timing of the repair outage did not allow completion of our investigation into the avat~ability of an 8-hour battery powered light which could withstand the ambient:lc()nditions at CV-2001.

Our investigation is in process and if we do find 8-hci'J~,:~battery powered lights which can be relied upon to remain operable in the ambient conditions at CV-2001, they will be installed during the 1988 Refueling Outage.

As part of the just completed repair outage, we did move a 125 VDC station battery powered light in position to facilitate manual operation of CV-2001.

This light does not meet the requirements of 10CFR50, Appendix R, due to power supply cables not meeting separation criteria. Therefore, until qualified OC0188-0030-NL02

Nuclear Regulatory Commission Palisades Nuclear Plant IR ~6-022 Fire Protection Information February 10, 1988 emergency lighting is installed or, if not available, an approved exemption is received, we shall continue compensatory action in the form of requiring operators to carry portable battery powered lanterns.while performing ONP 25.2 (Alternate Safe Shutdown).
