REVISION 5 TO THE FINAL SAFETY ANALYSIS REPORT (FSAR) UPDATE I

In accordance with 10CFR50.4, one/ original and 10 copies to the Palisades Plant FSAR Update, Revision 5, ar 1e enclosed.

This revision is submitted on a replacement page basis and includes a list of effective pages.

Replacement pages containing revisions includle a vertical line in the right margin and "Rev. 5", in the lower right-hand[ corner.

I To the best of my knowledge, this revision.accurately incorporates all changes made to the Palisades Plant or to the Palisades Plant procedures described in the FSAR, and all other applicable informa_tion contained in licensing submittals within six months prior of the date of this filing, with one exception.

The exception is in the Corporate Organization chart, Figure 12-1 which requires modification to reflect the current organization.

The changes would replace the head of the Corporate Organization with the President and Chief Operating Officer, delete the Vice Chairman block and change the Executive Vice President Energy Supply to Senior Vice President Energy Supply.

This change _wi_ll_ be incorporated in the next FSAR update which will also modify several other sections of Chapter 12 due to other recent organizational'. changes.

We expect to submit these changes by the end of 1988.

In accordance with 10CFR50. 71, an identification of c;hanges made under the provisions of 10CFR50.59, but not previausly submitted, to_ the NRG~ are:

FSAR updated to reflect the plugging of steam generator tubes.

FSAR changed to more accurately describe the testing techniques of selected safety related pumps.

FSAR changed to allow for an extended interval between turbine valve tests.

Nuclear Regulatory Commission Palisades Nuclear Plant Revision 5 to FSAR Update September 21, 1988 Removed excess information from FSAR regarding the Pump and Valve Testing Programs which is already covered by Engineering Manual procedure EM-09-02 and ASME Section XI, Subsection IWV (required by the Technical Specifications).

Revised FSAR to reflect up-to-date status of Reg Guide 1.97 issues.

Revised FSAR to reflect removal of radiation monitors in Feedwater Purity Building.

FSAR updated to reflect the addition of in-line analyzers to Post-Accident Sample and Monitoring (PASM) Panel.

Administrative changes to Chapter 1.

Corrected the description of the facility for contamination control to reflect new contamination monitors.

2 FSAR revised to reflect the stroke times for SIRW Tank and Containment Sump Discharge Valves. I FSAR updated to reflect /the replacement of area radiation detector RE, RA, RIA-2315 and a 1hange_of their range, due to the existing instruments becoming obsolete.

FSAR updated to reflectlthe 1985 and 1987 Steam Generator inspections.

FSAR updated to incorporate the addition of boric acid to the secondary side of the steam generators.

This revision also reflects FSAR clarifications and corrections that were r identified during our System Functional Evaluation (SFE) Program which included a.detailed review of the Palisades FSAR and are identified as follows:

Clarified Engineered Safeguards Systems Safety injection system information.

FSAR updated to reflect the Component Cooling Water System at 50% of design flow.

Clarified description of discharge headers for iodine removal hydrazine tank and iodine removal makeup sodium hydroxide_ tank.

Clarified designation for manual valves MV-3189, MV-3190, MV-3198 and MV-3199 which was changed to M0-3189, M0-3190, M0-3198 and M0-3199 subsequent to installation of motor operators.

Clarified operations procedures and post-accident action requirements which do not allow operator to check or start hydrazine injection prior to end of one-minute time delay.
