AUG 11 1988 This is to acknowledge receipt of your letter of July 26, 1988, which transmitted changes to the Palisades Plant Site Emergency Plan. These revisions were received in this office on August 3, 1988.

The revisions included changes to Section 5, Organizational Control of Emergencies.

We have completed our review of these changes.

The changes primarily consist of greater clarity and improved format in descriptions of type of assistance provided by the licensee's offsite emergency organization and enumeration of eme*rgency response positions for the General Office Response Team {GORT).

The position of On-Call Director as part of.the GORT has now been formalized to more closely correspond to the position of Duty and Call Superintendent in the plant organization.

Our evaluation determined that the most notable change in organization was the creation of a Governmental Liaison person who would act as a technical resource*

on plant operations for State a.nd County emergency response personnel.

Formerly a public affairs person was used in this position. This individual will relocate to the offsite agency's Emergency Operation Center {EOC) in an emergency event.

The State of Michigan plus three County EOCs would be staffed with this licensee emergency response position. Also changes in County emergency government are listed to reflect that now the Chairperson of the County Board.is responsible for activations of the County's Emergency Operations Plan.

Our review of these changes to Section 5 of the plan indicate that they are satisfactory, and the revisions will not decrease the effectiveness of the plan.

Please be reminded that 10 CFR 50.54{q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan.

However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval. - In all cases, you must

_furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, changes to the Emergency Plan Implementing Procedures should be made in accordance with the requi'rements of 10 CFR, Part 50, Appendix E,Section V -(Implementing Procedures).
