This refers to the special safety inspection conducted by Messrs. R. Hodor,
K. Parkinson, and J. M. Ulie of this office on May 9-13, 18, 31, June 14,
29 and 30, 1988, of activities at the Palisades Nuclear Plant authorized by
NRC Operating License No. DPR-20 and to the discussion of our findings with
Mr. G. Slade at the conclusion of the inspection.
This inspection involved
a followup review of Sections III.G, J and L of 10 CFR Part 50~ Appendix R
as they relate to previous Appendix R inspection findings.
In addition, a
review of the fire protection organization was performed .
The enclosed copy of our inspection report identifies areas examined during
the inspection.
Within these areas, the inspection consisted of a selective*
examination of procedures and represehtative records, observations, and
interviews wit8 personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements.
Certain other activities set forth in the enclosure to
this letter appear to be a deviation from a FSAR commitment which you have made
in previous correspondence with the Commission.
Regarding the deviation, please.
advise us in writing within (30) days of the date of this letter of the
corrective action you have taken or plan to take, showing the estimated date
of comp 1 et ion.
We are concerned with what appears to be a lack of an adequate assessment of
the applicable Appendix R requirements and a lack of supervisory.reviews to
assure the technical adequacy of that assessment.
We are particularly
concerned with those issues we have raised regarding the associated circuit
area of 10 CFR Part 50, Appendix R.
With respect to this area, we* request
that you address at the upcoming enforcement conference, the potential for
0th.er plant components to be susceptible to the spurious signal and/or common
enclosure concerns of 10 CFR Part 50, Appendix R.
