THE EFFECT OF ERRORS IN ROSEMOUNT TRANSMITTERS IN HARSH ENVIRONMENT ON EOPS AT PALISADES (TAC NO. 66548)
By memorandum dated March 24, 1987,. from N. J. Chrissotimos to Gary Holahan,
- Region III requested that NRR provide the following assistance:
- 1.
A review be performed to verify the adequacy of the appropriate trip set points at Palisades for parameters affected by the Rosemount transmitters.
- 2.
A review be performed to verify the adequacy of the EOP's in regard to the possibility of the operator being confused or mislead due to inaccurate readings 6f the Rosemount transmitters.
We reviewed a letter.from Daniel J. Malone (Consumers Power Company) to A. *s.
Gautam (NRC - Region III) dated May 26, 1987 and Consumers Power Company's Engineering Analysis Worksheets EA-KAT-87-01 and EA-BDM-87-14.
We have found that the instrument accuracies calculated by the licensee, while subject to refinement, are bounding for Palisades since the Rosemount Qualification Test produces a more severe environment than would be experienced in the post-accident condition at Pa1isades. *We conclude that, in general, the automatic trip functions for RPS and other safety-re 1 ated system actuations wi 11 be accomp 1 i shed early in the post-
--accident condition and prior to the major effects of the harsh environment on these signals.
We also conclude that the changes made to the EOP's for Entry to Shutdown Cooling and Entry to Once-Through Cooling are adequate.
Based on this, we conclude that continued operation of the Palisades Plant is justified at this time.
