Docket No. 50-255 Consumers Power Company

  • ATTN:

Gordon L. Heins Senior Vice President Energy Supply 212 West Michigan Avenue Jackson, MI 49201 Gentlemen:

MAY 0 6 1988 Based on the May 3, 1988, telephone conversation between Mr. Jim Brunet, of -

Consumers Power Company and Mr. Gary Shear of my staff, it is my understanding that May. 19, 1988, was agreed upon as the date for our sit~ visit to tour the emergency response fqcilities of the Palisades Nuclear Power Plant.

Recent experience in the Federal Field Exercise identified the need for Region III to evaluate each licensee's emergency response facilities to determine if the NRC 1 s Expanded Activation Site Team can be adequately accommodated.

IE Information Notice No. 86-18 described the planned composition and location of the NRC Site Team that would respond to a major nuclear power plant accident.

Region III does not expect licensees to backfit to provide increased facility space.

Facilities that have been constructed and ap~roved under current regulations and guidance may not have the capability to acco~modate the NRC Expanded site Team as outlined in Information Notice 86-18.

Our goal is to consider with each licensee, ways of maki~g more efficient use of available space, of providing adequate communications, and of identifying alternate space where relevant data could be made available in a timely, reliable manner.

Attached to this letter is an outline of the areas we will be reviewing.

If there are questions regarding any of the above, please contact Gary Shear at (312) 790-5620.
