PALISADES NUCLEAR PLANT Annual Non-Radiological Environmental Operating Report

1.0 BACKGROUND

Appendix B to Provisional Operating License Number DPR-20 for the Palisades Nuclear Plant, Consumers Power company, is entitled "Environ-mental Protection Plan (Non-Radiological)".

This document requires Consumers Power company to submit to the Nuclear Regulatory Commission an Annual Environmental.Operating Report prior to May 1 of each year which describes implementation of the Enviro~ental Protection Plan.

The period covered by this annual report is January*1 to December 31, 1987.

The Palisades Plant operated for 3,983.1 hours1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> in 1987 producing a net total of 2,634;430 MWH.

This represents 41.2% of the net demonstrated capacity for 1987.

The operation of the Palisades Plant did not result in any adverse impact on the environment near the Plant.

2.0 ENVIRONMENTAL IMPACT EVALUATIONS In February 1987, a new tracking form was placed in service. to better evaluate the impact on the environment from changes to the facility or procedure changes.

From February through December 1987, 468 modifica-tions to procedures or facilities were evaluated on this form.

Thirty-two of the packages were identified as dealing with environmenta)..

concerns of which the following four required formal evaluation by Environmental Department for impact on the environment.

2.1 Procedure H.P.6.4 "Radioactive Liquid Calculation and Release Authorization".

This procedure authorizes releases to Lake Michigan and was evaluated against the Plant NPDES Permit.

There is no impact on the environment due to this procedure change.

2.2 Procedure COP-23 "Plant Heating System Chemistry" controls sampling

- analysis and chemical treatment of the Heating Boil-er S.ystems.

Releases from these systems were evaluated against the NPDES permit

  • with no incremental environmental impact.

2.3 Specification Change 87-324 change in cooling tower gear box oil type.

No change in potential environmental impact is due to this change.

2.4 Facility Change FC-744-02 "Installation of Permanganate Filter".

This modification replaces a filter system which originally required a permanganate feed and hence no new or additional environmental impact was found due to this modification.

?_.-fl 'ADDITIONAL ACTIVITIES AUTHORIZED UNDER NPDES The plant received permission from the Michigan Department of Natural Resources (MDNR) for the following additional activities without changing the language of the Plant NPDES permit:

3.1 Closed Cycle Condenser Cooling Water System Modification.

On June 9, 1987 MDNR provided verbal approval for modified operation of the Plant's closed cycle condenser cooling water system, ie, Hotsi~e Blowdown, subject to the following constraints:

The current permit limit for heat discharge rate of 1300 MBTU/HR would not be exceeded at any time._

2.

Operation of the plant's closed cycle condenser cooling water system under the moqif ied mode of operation would not result in any increase of water intake or exceedance of ~he currently authorized total discharge flow of 135,200,000 gal/day for the mixing basin discharge ~o the lake (outfall 001).

Accordingly, no formal revision of the plant's NPDES.waste water permit was required.

4.0 UNUSUAL ENVIRONMENTAL EVENTS There were no Unusual Environmental Events in 1987.

5.0 ENVIRONMENTAL MONITORING 5.1 Meteorological Monitori~g to Document Effects of Cooling Tower _

Operation on Meteorologicai Variables.

No Activities were conducted in this program during 1987.

5.2 Herbicide Application Herbicides were applied to the transmission corridor as shown in Attachment L 6.0 Non-Routine Reports There was one Non-routine Report generated in 1987 related to the opera-tion of the Palisades Plant.

On August 18, 1987 a failure of the flexi-ble hoses in the Turbine Control System resulted in a spill of Stauffer EHC fluid (synthetic phosphate ester hydraulic fluid).

This spill was sufficient to exceed the NPDES discharge limits for the Turbine Floor Drain System.

There was no observed impact on Lake Michigan as a result of this incident.

herbicides used along the Palisades "Exit Corridor" for right of way vegeta-tion management must be reported annually to the Environmental Coordinator at Palisades.

During the past year (December 1, 1986 to November 30, 1987), no**

herbicide applications were conducted along the "Exit Corridor" for forestry operations.

The "Exit Corridor" is described as:
