1.0 GENERAL CONSUMERS POWER COMPANY PALISADES NUCLEAR PLANT

-THERMAL MARGIN/LOW PRESSURE MODIFICATION This document is intended to be a job description to qover the scope of the Vendor's work and the scope of work to be performed by the owner.

2.0 DEFINITIONS Vendor:

Gamma-Metrics selected by CPCo to design, fabricate, test and deliver equipment described in this document.

owner:

Consumers.Power company located at Jackson, Michigan.

3.0 ITEMS AND SERVICES SUPPLIED BY VENDOR 3.1 Design for core Protection Calculator further described in Attachment A.

3.2 Fabrication of five Core Protection Calculators (four for installed equipment use and.one spare) further described in Attachment B.

3.3 Qualification of core Protection Calcu~ators in accordance with Section 6.

3.4 Testing and Calibration of Core Protection Calculators in accordance with Section 7.

3.5 Schedule requirements as shown in Attachment E.

3.6 A descriptive Project schedule.

In order to meet the schedule requirements the owner will require a *descriptive project

schedule from the Vendor.

This schedule should outline the Design/Fabrication activities ih sufficient.detail so that critical items and areas can be identified and verified by the owner if deemed necessary.

3.7 Provide-two keypads for calculator alternations.

4.0 ITEMS AND SERVICES SUPPLIED BY OWNER 4.1 Removal of present delta T calculator from panel C-27.

4.2 Removal of present TM/LP calculator from panel Cl2-7.

4.3 Installation of Core Protection Calculators in panel C-27.

4.4 Installation of new circuits between panels C-06, c-02 and C-27 for trip functions and interlocks.

4.5 All external wiring connections.

5.0 DOCUMENTS 5.1 Provide documents as described in Attachment C.

5.2 Provide additional QA documents as described in Attachment H

{CPCo Spec/5051, Att. C) 6.0 QUALIFICATION The supplied equipment shall be environmentally qualified to operate up to 1200F with uncontrolled non-condensing humidity.

It shall also be s~ismically qualified to operate satisfactorily during a safe shutdown earthquake with seismic envelopes shown in Attachment D.

See also Section 10.

7.0 TESTING/CALIBRATION The supplied equipment shall be s~tisfactorily tested to insure proper operation prior to shipment.

In addition, the Vendor will supply necessary personnel for final testing and calibration when installed at Palisades Nuclear Plant prior to placing equipment into service.

These personnel will also be required to instruct plant maintenance personnel on proper use of keypad for calibration and testing of the supplied equipment *.

The above standards shall be used as guidelines for qualification of the supplied equipment~

11.0 SHIPPING, DELIVERY & STORAGE Shipping, Delivery and Storage shall be in accordance with equipment classified as level B per ANSI N45.2.2-1972.

.f 12.0 INSPECTION, MARKING & TAGGING The supplied equipment will be receipt inspected at the Palisades Nuclear Plant and therefore must be adequately marked and/or. tagged to verify that it complies with the Certificate of Conformance that must accompany each shipment *.

. I Page 1 of 2 ATTACHMENT A Circuitry Design for core Protection Calculators will follow and provide signals as shown in *Logic Diagram for TM/LP Trip* Drawing JL-130.

These core Protection Calculators should, 1) be micro-processor based with a removeable keypad control capable of adjusting all constants and functions in the ranges required as shown on drawing JL-130 (Attachment P),

2) not require external power source to maintain internal memory, calculations or constant settings, ie., the calculators may be totally powered down for extended periods of time and when reenergized will be fully operational with most recent constants, and 3) allow the Owner an option to change the internal calculations at a future date, the internal language shall be easily disassembled into a common language such as pascal.

The owner may then modify the program as necessary (this may require reprogramming of nonvolatile memory).

In addition to the requirements of Section s.o, the Vendor will supply, if and when requested via another purchase order, all documentation, program listings arid maintenance manuals that will be required to perform this step.

The digital panel meter will monitor nuclear power as shown.

A front mounted display will monitor delta T power and variable high power setpoint.

It will I ~

also be capable of displaying internal functions and historical data for specified parameters.

Por calculator testing and verification, several parameters need to be periodically displayed and historically trended.

Those required parameters are:

Pvar, Ptrip,,Qdnb, QA, OR1, OR2, Tc, ThAVE, DIFF Output and Axial Offset.

Functions other than the Variable High Power Trip function (VHPT) are easily interpreted from JL-130.

The VHPT function is further described on Page 2 of this attachment and its operation is shown on the enclosed figure.

In addition, circuitry design will comply with Gamma-Metrics Software requirements Specification tOSS as approved by CPCo.

The delta T PWR block interlock will be provided remotely from Nuclear Instrumentation drawers at panel C06.

All required outputs and inputs are shown on drawing JL-130,(Attachment F).

All connections to the field wiring including inputs, outputs, interlocks and power will be through terminal strips at the rear of the calculator.

This signal (Q) is then compared to a variable high power trip signal (QTR) which is computed in TM/LP Calculator.

A channel trip condition occurs if the Q signal rises above the OwrR signal.

A channel pretrip occurs if the Q signal rises above the QPTR signal.

QTR is a function of Q and its past history.

As shown in the attached figure as Q decreases, the limit signal.°'rR follows remaining* above Q by a fixed trip margin.

When Q increases, QTR remains at the minimum value previously achieved until reset by the operator.

When reset, Q'rR increases to the same fixed trip margin above Q as previous.

This reset is accomplished by four pushbuttons, one for each channel, located on the TM/LP Calculator with a parallel set of pushbuttons located on the main control board.

Actuation of either set of pushbuttons will reset OwrR and QPTR as long as Q is less than QTR.

The QTR signal is limited so that, regardless of the logic described above, it cannot go above or below predetermined adjustable trip limits.

Provisions have been made to select different trip limits for operation in either four pump or three pump configurations.

The pretrip signal (QPTR) is a function of Q and its past.history and operates in the same manner as described above for the ~

signal.

Fabrication and layout of the Core Protection Calculators shall be left to the discretion of the Vendor except,

1) It must meet all requirements delineated in other sections of this document:
2) It must be in a 19* rack mounted case of size similar to the 10 channel rack mounting case which it will be replacing (Control Products Division drawing 1222990, Attachment F).

The spare calculator will also be in a 19* rack mounted case and should be easily interchangeable with an installed calculator for maintenance purposes:

3) All field connections will be made to terminal strips consisting of at least 48 terminals mounted on the rear of the calculator;
4)

Front panel of calculator will have two key actuated switches.

Key 1 (Chicago Lock Design) will allow/disallow data modifications.

Key l to be removable in disallow position only._ Key 2 will invoke a second set of constants in place of the first set.

Key 2 will be used for 4-pump/3-pump configuration and must be removeable in either position.

Key 1 and Key 2 must be interchangeable in their respective slots in all calculators provided.

In addition, fabrication will comply with Gamma-Metrics Hardware Specification 1056 as approved by CPCo.

3.0 QUALITY ASSURANCE PROC~ SUEMITTAL REQUIREMENTS 2

3.l Upon aware of a C? Co purchase contrac: and prior to starting any activities relating to chis purchase contract. the Supplier shall submit fo~ CP Co approval a controlled copy of his QA Program Manual which defines the program to be imple!llented to meet this Specification.

3.2 The Supplier shall complete and submit the QA data shee~ (Attachment B).

This form shall be C01111>ieced by listing the section/paragraph numbers of the Supplier's Quality Assurance Manual vhich correspond to the program elements listed on the.QA data sheet. Distribution of the Supplier's Quality Assurance Manual shall be made in accordance with the QA* Documentation Distribution Matrix (Attachment C). *

3. 3 If the Supplier is currently performing, or has previously completed. a CP Co purchase contract invoking those QA Program elements listed on the QA data sheet. the Supplier vill submit a letter in lieu of the submittal requirements of Paragraph 3.2 indicating his previously CP Co approved QA Program will be ilzll>lemented in the performance of new 'W'ork.

This letter will be subject to the approval requirements of Paragraph 4.0.

If the Supplier has revised bis QA Program as previously approved by CP Co, he shall submit for reviev and approval those revised documents in accordance vith the QA Documentation Distribution Matrix.

3.4 Changes to the CP Co approved QA Program shall be.submitted by the Supplier for approval in the same manner as original submittals during the life of the CP Co purchase contrac:s.

3.5 If the Supplier functions as a distributor who vill in no way physi-cally affect. examine or test the supplied item. and whose function is li~ited co placing CP Co's order vich the ac:ual manufac:u=er, c~e.

3.6 If the Supplier organization includes more than one plant or facility, the Supplier shall include in his submit:al a listing of plants or facilities at which worx*will be performed.

A Quality Assurance Program shall be submitted that applies to each facility.

If one Quality Assurance Program applies to all facilities, a statement to this effect shall be made.

3.7 If the items being procured were manufactured by the Supplier prior to receipt of the CP Co purchase document, the Supplier shall submit a latter indicating the QA Program and revision which were utilized in the manuiacture of requested items.

The QA Program will be revie.,..ed and approved by CP Co in accordance vith Paragraph 4.0 of this Specification.

4.0 APPROVAL REOU~S 4, l

. CP Co vill "approve," "approve vi th comments," or "disapprove" the Supplier's Quality Assurance Program documents.

Folloving the CP Co approval, or approval vi.th.comments, the Supplier's activities may p~oceed provide~ the Supplier immediately implements and incorporates any CP Co comments into the Quality Assurance Program docUlllents (eg, revision, addenda,_amendments or supplements) and resubmits thee for final CP Co approval vithin 30 calendar days.

IF THE SUPPLIER DOES NOT RESUBMIT WITHIN 30 DAYS, THE "APPROVE WITH COMMENTS" QUALITY ASSURANCE DOCUMENTS All AUTOZ'.ATICALLY DISAPPROVED.

NO ACTIVITIES All TO BE PERFORMED BY THE SUPPLIER UNTll. R.ESUBMITTAL AND CP CO APPROVAL.

If disapproved, the Supplier activities affected by the disapproved documents shall not proceed.

Disapproved documents shall be resubmitted vithin 30 days.

5.1.l The nonconform.ance report shall include as a minimum:

a.

The dace of discovery of the nonconform.ance.

b.

A unique and traceable number.

c.

The name or identification number of the nonconfoti11ing 1tl!J!1.

d.

Complete,description of the "as-is" versus the required condition.

e.

The cause and impact of the nonconformance.

f.

Corrective action reco111111endation, including the identification of the organization responsible, the action to be taken and vhen it is to be cotuplete.

5.2 Supplier NCRs shall be submitted attached to a co~pleted CP Co Supplier Deviation Request (SDR).

(See Attachment D.)

The subtuittal dispositions use-as-is, repair and lllOdify shall apply as follows:

Supplier Nonconformance reports are considered COtllllleted vhen all ent='!.es are made, including validation/verification signatures.

S.5 The SDR with the attached NCl shall be submitted to C? Co QANO Depart-ment.within five (5) working days after detection of the nonconfor-mance.

When this deadline cannot be met, notification by telephone, "nnt, etc, is acceptable; at that time a revised submittal date will be established~ Any proposed or existing nonconfor:ance is considered unacceptable until written approval is received from CP Co.

6.0 CORRECTIVE ACTION 6.l The Supplier's Quality Assurance Program shall enable prompt detection of conditions adverse co quality. Cortective action shall extend to the performance by ~ll Subtier Suppliers.

6.2 CP Co shall be promptly advised in writing of any significant conditions adverse to quality, including nonconformances!

Corrective action is required when:

a.

A nonconforcance can be repetitive and a single repetition can cause an adverse impact on personnel or public safety and cost.

b.

The condition indicates a declining trend in qua~ity.

c.

Evaluation indicates that the condition is a result of a program deficiency.

d.

The condition indicates failure to obtait'l required approvals for changes in procedures or documents.

e.

The condition indicates negligence or disregard of QA Progriltil require:ents, including document or procedural requireMents.

f. *Failure to resolve a deficiency in a timely manner.
g.

Qu~lity Assurance raviev of condicions adverse co qualicy indic1ca the approved corrective action has not been taken or has been

- improperly or incompletely *accomplished.

6. 3 Significant conciicions adverse to quality shall be repornd to C? Co and shall:
a.

Completely describe the significant condition advene to quality including the cause.

b.

Stipulate the corrective action to corTect the condi:ion and prevent its recurrence.

6 The report shall be forvardad to CP Co, when issued, and again when the corrective action is c0111pleted.

If correction action is not C0111pleted within thirty (JO) days, its status shall be reported every thirty (JO) days until completion.

When corrective action is complete, the Supplier shall perform a follow-up review or audit to verify the effectiveness of the corrective action and close out the corrective action report. Distribution of corrective action reports shall be in accordance with QA Documentation Distribu-tion Matrix, Attachment C.

7. 0 10 CFR 21 DEFICIENCY REPORTING 7.l The requir~ents of Title 10 of the Code of Federal Regulations, Part 21 (10.en 21), shall apply to this procurement.

7.2.

In all cases wha?:e the Supplier suspects that there is or has been a "defect," as defined in 10 CTR 2 l, or a failure to comply with the Atomic Energy Act of 1954, as amended, or any applicable rule, regulation, order or license of the NRC relating *to a "substantial safety hazard," as defined in 10 CFR 21, the Supplier shall promptly advise CP Co.

7.3 In the event the Supplier reports any information to the NRC pursuant to 10 en 21 relative to this procurement of CP Co's facilities, the seller shall contemporaneously report such information co CP Co, both "orally and in vriting.

7.4 The Supplier shall include the foregoing provisions in ali "procurement documents," as defined in 10 CFR 21, entered into. the performance of this contract.

QUALITY ASSURANCE RECORDS 8.l Cocple~ed Supplier and Subtier quality-related records specified in the procurement document shall be retained in accordance with A.~SI

.N45.2.9-l974 and other CP Co specified industry codes and/or standards.

8.2 No quality-related record will be destroyed, or othervise disposed of, without ~ritten permission from CP Co.

shall consist of a flowchart, diagram or narrative description of the*

sequence of activities for fabrication. processing, asse~bly, inspec-tion and test.

The inspection and test plan shall indicate the catego?'Y of character!stics to be measured, examination methods, inspection and test methods and the applicable acceptance criteria.

Prior to the start of any work, the inspection and test plan shall be submitted to CP Co in accordance with the QA Documentation Distribution Matrix.

CP Co may insert hold or witness points icto thP. inspection and test plan during any tim8 the CP Co purchase contract is valid.

Hold Point:

A step in a process or procedure which requires witnessing or inspection by a C? Co representative beyond which work will not proceed without the representative's signature.

Witness Point:

A step in a process or procedure which CP Co desires to witness or inspect. !f CP Co fails.to make sufficient notification or is not present, the step may proceed in accordance with the procedure.

9. 4 CP Co representatives. shali have free access at all. times to all parts of the Suppliei:'s facilities utili%ed in the perfor.nance of this procurement.

The Supplier shall furnish or make. available for examination all informa-tion which the CP Co representative considers pertinent to the proper inspection of the items covered by this Specification.

When requested by the CP Co representative, the Supplier shall:

a.

Provide such equipment necessary for the'representative to perform the required inspection.

b.

Supplier approval of these documents is required beiore the distributor may place orders vith the 11lallufacturer.

In addition, if the distributor vill store, repackage or in any way handle the item beyond shipment to the Supplier, he shall submit his QA Program documents for Supplier approval.

ll.O ASME CODE SUPPLIERS ll.l For any program required by the CP Co QA data sheet to comply with the ASME Boiler and Pressure Vessel Code, the Supplier ASME Quality Assurance Manual containing a copy_of the ASME Certificate of Authori-zation, shall be utilized and submitted for-CP Co approval in accordance with the requirement of this Specification.

ll.2 If the ASME.Manual does not conform to this Specification, the Supplier shall establish appropriate QA Program addenda and/or controls to satisfy the requirements contained in this Specification.

The Supplier/Contractor shall provide proper facilities and arrangements for such access and inspection.

The Supplier/Contractor shall give C? Co inspectors prior notice of all C? Co hold and TJitness points in cbe manufacturing program, as speci-fied in the procurement documents or in the Supplier/Contractor inspec-tiou and test plan approved by C? Co.

The method of notification may be through either telephone conversation, letter, or !WlC and shall be received by CP Co at least five (5) working days prior to performing the operation involving the hold/vicness point.

CP Co shall have the authority co stop work, hold shipment or hold payment if the requirements of the procurement doc'W!lents covering design and quality assurance, including chose for documentation requirements, are not being or have noc been col!l1'lied TJith.

12.5 The Supplier/Contractor shall provide written responses to audit/sur-veillance reports which are issued by C? Co, and TJhic~ contain unsatis-

  • factory findings or require corrective action.

The nature of the unsatisfactory findings may require the Supplier/Contractor to submit written responses, delineating corrective action measures impleented co prevent recurrence of similar deficiencies.

The Supplier/Contractor shall respond to the CP Co audit/surveillance reports within che tillie i"imic and methods specified by the CP Co audit/surveillance reports.

12.6 CP Co reserves the tight to survey/audit the Bidder's plant(s) or facility(ies) and those of any proposed Subtier Supplier(s) to determine the adequacy of his Quality Assurance Program, as proposed, prior co the aTJard of a CP Co purchase contract.
