(1) Letter from Steve Cowne, URENCO USA, to Nuclear Regulatory Commission "1 O CFR 71.95, 60 Day Report - Certificate of Compliance Conditions Not Followed", dated February 9, 2018.
On February 9, 2018, a 60 day report (Reference 1) was submitted by Louisiana Energy Services, LLC dba URE NCO USA (UUSA), to the NRC in accordance with 10 CFR 71.95(a).
Reference 1 provided the information required by 10.CFR 71.95( c). The information provided in of Reference 1 was the information available to UUSA at the time that the report was submitted. This letter supplements Reference
- 1, providing new information* relevant specifically to 1 OCFR71.95( c )(2)(ii).

- Enclosure 1 Supplement 10 CFR 71.95 Report As required by 10 CFR 71.95, UUSA is providing responses to the following requirements.
(2) A clear, specific, narrative qescription of the event that occurred so that knowledgeable readers conversant with the requirements of part 71, but not familiar with the design of the packaging, can understarid the cor:nplete event. The narrative description must include the following specific information as appropriate for.the particular event.
(ii)
Dates and approximate times of occurrences
- On December 12, 2017, while performing an extent-of-condition for the certificate of compliance, it was discovereq that UUSA procured the caps made from a material that was non-compliant per ANSI N14.1. On December 01, 2017, UUSA shipped 6 cylinders to Framatome (formerly AREVA) and. 6 cylinders to GNF-A. 3 cylinders of the 6 shipped to GNF-A were outfitted with the incorrect cap. On February 13, 2018, UUSA confirmed 2 of the 6 cylinders from the. shipment to Framatome were also outfitted with the incorrecf cap~ UUSA has accounted-for and secluded all the non-compliant port caps to prevent future recurrence.
