Noncompliance 255/86022-09 is Item 2 in the Notice of Violafion accompanying the inspection report and concerns 10CFR50 Appendix R, Section III.J. -.Emergency Lighting.
Specifically, emergency lighting.was not available in the Volume Control Room, in the Boric Acid Storage Tank Room, on the 590' level near the air ejector and inside containment near valve CV-2001.
As stated in our December 12, 1986 response, emergency lighting units (ELU) have been installed in the Volume Control Room, in the Boric Acid Tank Storage Room and on 590' level near the air ejector.
That response further committed Consumers Power Company to re-evaluate the need for ELU's in areas containing safe shutdown equipment and access and egress routes thereto.
Additionally, we committed to install ELU'*s, prior to startup after the 1987 maintenance outage, at valve CV-2001 and at other locations where the additional ELU's were determined to be desirable.
At the time the *i987 maintenance outage completion date was established, power operation*was planned to start at Palisades before the end of 1986.
As the result of subsequent investigations by Consumers Power Company and NRC task forces and inspection teams, other matters not related to Appendix R delayed power operation until May 1987.
The analyses and necessary corrective* action to resolve those other matters used resources originally scheduled to engineer the ELU installa-tion.
Therefore, Consumers P~wer Company has re-scheduled the completion date of the ELU installation to prior to the startup from the spring 1988 maintenance outage.
Meanwhile, compensatory action in the form of requiring operators to carry portable lanterns while performing ONP-25.2 (formerly EOP 1"0.2) will be continued.
