This refers to the routine safety inspection conduct.ed*by Messrs. C. F. Gill

and M. A. Kunowski of this office during the period November 16 through

December 14, 1987, of activities at Palisades Nuclear Generating Plant

authorized by .NRC Provisional Operating License No. DPR-20 and to the

discussion of our findings with Mr. D. P. Hoffman and others following the

inspect ion.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

The inspection included a review of findings from

investigations of radioactive waste shipments from Palisades conducted on

March 9, 1987, by representatives of the Department of Social and Health Services,

State of Washington, at the Richland, Washington low-level waste burial site

and on September 30, 1987, by represent~."tives. of the Department of_ Health and

Environmental *control,- State of South Carolin.a, upon arrival at the Barnwell,

South Carolina low-level waste burial site. The results of the States*

investigations were conveyed to your compa*ny by letters dated Apri 1 15 and

October 15, 1987~ from the States of Washington and South Carolina,

respectively.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
