. Pq..l i sades returned to power operations on Apri 1 2, 1987 after an ~leven-mo~th outag~ during which the licensee.
implemented substantial corrective actions to improve the design, relia.bility, operation, and maintenance of its fac_ility.
Additional corrective actions, including a configuration management program, are scheduled to be completed over the next*.few years.
Performance since startup has been good except for a *loss of offs i te power
. which occurred on July 14, 1987.
During the loss of offsite power, plant systems perfonned well, attesting
.to **the quality and scope. of.work. perfornied--duri ng -the.. -
outage prior to the April 2 startup.
In addition the company plans to improve the design of its offsite power system.
Region III will continue to monitor the
- licensee's perfonnance paying particular attention to the effects of a tentative agreement between Consumers
- Power Company and Bechtel Power Corporation for sale of
. -.Palisades to Bechtel. Significant close NRC monitoring
- was no longer considered to be necessary.
An NRC Commission meeti.ng open to.. the public has been scheduled for December 17, 1987, to review the results of the latest meeting of NRC managers.
Mr. A. Bert Davis, the Region III Administrator, has discussed the basis for our conclusions with regard to the Palisades facility*with members of your staff.
