DEC 0 2 1987, This is to acknowledge receipt of your letter of November 2, 1987, which transmitted Revision 3 to Section l, Introduction; Revision 4 to Section 3, Site Emergency Plan Summary; and Revision 5 to. Section 6, Emergency Measures; of the Palisades Plant Site Emergency Plan.

These revisions were received in our office on November 6, 1987.

We have completed our review of the revised Sections 1, 3, and 6 of the Palisades Plant Site Emergency Plan and have determined that with these changes, the plan is still consistent with the requirements of 10 CFR 50.54(q).

These changes do not decrease the effectiveness of the plan.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any chariges to your plan which may decrease the effectiveness of the plan.

However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval.

In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V (Implementing Proc~dures).

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
