PALISADES STATUS REPORT FOR THE*PERIOD SEPTEMBER 14 THRU 25, 1987 Enclosed is the Palisades bi-weekly status report for the period covering September 14 through September 25, 1987~ The Senior Resident Inspector and the Resident Inspector monitored licensee activities at the plant during this report period.

Status reports of this type are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

Subsequent monthly inspection reports will address many of these topics in more detail.

ENCLOSURE PALISADES STATUS REPORT FOR THE PERIOD SEPTEMBER 14 - 25, 1987

Plant Status As of 8:00 a.m. on September 25, 1987, Palisades was operating at 93% of full power (limited by the #4 turbine governor valve being closed) at normal operating temperature and pressure (562 F, 2010 psig).

Facility Operations Summary Th~ facility operated rotitinely during this 12 day period.

Maximum power generation was limited to 94% due to isolation of the #4 turbine governor valve.

A forced outage was required to add oil to a primary coolant pump (PCP) motor and replace the leaking piping.

Specific situations of interest are identified below.

Items of Special Interest Primary Coolant PumpMotor Oil Leak In response to a recent drop in primary coolant pump (PCP) motor oil level, the licensee reduced power and took the tur~ine off line at 1:20 a.m. 'on September 22, 1987.

After adding oil to the PCP (P-500) upper oil reservoir, it was discovered that the suction pipe to one of the two backstop oil. pumps had cracked.

In order to make repairs the PCP had to be stopped and the reactor was shutdown at 3:45 a.m. which also further reduced radiation levels for the repair work.

Replacement of the piping was completed and the reactor was taken critical at 1:49 p.m.* on September 23, 1987.

The turbine was synchronized to the grid at 5:57 p.m. and, after a chemistry hold at 35% power, escalation to the 94%

(turbine governor valve) limit continued.

All remaining backstop oil piping is scheduled for replacement during the ~pcoming mai~tenance outage.

It is noted that the previous leak on this system (July 10, 1987) was on the other pump's.discharge, and inspection of the other piping showed no problems at that time.

Outage Preparation Preparation for the scheduled 45 day maintenance outage is progressing on schedule for an October 2, 1987 start date.

The outage scope includes the following activities: Limitorque valve operator overhaul/testing (MOVATS); valve improvement program work; containment tendon testing; local leak rate testing; snubber maintenance and testing; install Service Water System flow instrumentation; cooling tower pump, motor and valve maintenance; atmospheric dump valve replacement; test out new steam generator nozzle dams; turbine electro-hydraulic fluid system upgrade; Appendix R modification to bus lC; and PCP seal replacement.

This is the first time-a maintenance outage has been scheduled at Palisades and is being done in response to the need for continued accelerated improvement in the plant material condition, to fulfill certain regulatory commitments, and to reduce the workload of the next refueling outage.

Changes to Period of Status Reporting*_

This is the third of the-b1-weekly status reports for Palisades, made in response to the directions of the T. E. Murley memorandum dated August 3, 1987.

NRC Staff Activities During the Period Two NRC resident inspectors monitored plant operating activities between September 14 and 25, 1987, including startup, corrective actions for equipment problems and followup on other issues.

These details of these activities can be found in Inspection Report 255/87024(DRP).

An outage planning inspection was conducted by a three man team from Region III during the second week (Inspection Report 255/87023(DRS)).
