CONFIRMATORY ACTION LETTER CAL RIII 86-02 COMMITMENT CLARIFICATIONS Frederick W Buckman Vice President Nuclear Operations A meeting in Glen Ellyn at the Region III offices was held on August 25, 1987 with representatives of Consumers Power Company and the NRC staff.

In.that meeting we discussed the status of commitments associated with a 10CFR50.54(f)

Confirmatory Action Letter (CAL) dated May 21, 1986 regarding equipment material conditions at the Palisades Nuclear Plant.

Responses to this letter on July 3, 1986, December 1, 1986, and January 28, 1987, provided actions taken/planned to support plant restart.

The numerous commitments contained in these letters requires considerable time and effort in tracking and cross referencing the status through completion *. During our August 25, 1987 meeting, we agreed to again review the status of all commitments and provide the results of our review-noting schedule changes that have occurred.

This submi~tal responds to that request.

Following plant startup_ in April 1987, our submittals were examined for remaining actions to be taken in response to the CAL.

There were 860 such identified actions with 400 of these remaining open at this time.

As discussed at the August 25, 1987 meeting, at least two of these 400 open items are items which have not been completed by their stated due dates.

Consumers Power Company has conducted a more detaiied review of all open actions and it has not revealed any additional overdue commitments to date.

The two items

Item l.3a, Enclosure 1, of our December 1, 1986, submittal required a more detailed review of safety-related control valves to assure that dual-function valve design is appropriate.

This action will be completed by October 15, 1987 rather than the stated date of June 1, 1987.

Item 5.a, Attachment la of our January 28, 1987, submittal related plans to complete development of periodic test procedures to follow up the System Functional Evaluation (SFE) program by July 1, 1987.

Our revised plans are to complete this task by July 1988, which will still support necessary testing during the next refueling outage.

No further SFE follow-up testing is required during the upcoming maintenance outage.

The SFE list will be screened within thirty (30) days for any items which may require testing prior to the next refueling outage, and those tests will be accomplished accordingly.

Additional review of actions committed through October 15 of this year revealed one schedule problem and one clarification:

Item 1.6, Enclosure 1, of our December 1, 1986, submittal listed an action prior to startup to complete an evaluation of process fluid interfaces for potential compromise of safety functions.

This action was subsequently listed in our response of January 28, 1987, to the SSFI inspection with a completion date of September 30, 1987.

Our revised plan now calls for completion by March 30, 1988.

The method in procedures to accomplish this task has been established. Initial screening has identified 372 such interfaces within the plant.

Each interface receives an evaluation to determine the design and testing adequacy to assure safety related functions are not compromised.

Approximately 60% of these initial evaluations are completed to date.

Several questions have arisen regarding piping class of boundary valves, along with some recommendations for additional testing of components.

However, no items of safety significance have been detected to this point.

Technical review remains to be done after completion of evaluation work.

The unanticipated magnitude of this task, coupled with plant outages is the bases for schedule extension.

Consumers Power Company's December 1, 1986 submittal stated that a modification to replace diesel generator lube oil temperature switch, TS-1478, would be completed during the 1987 refueling outage.

This issue was identified as Material Condition Task Force (MCTF) item EPS-05.

Since that time, TS-1478 has been removed, calibrated and reinstalled.

This information, along with a status update indicating that the replacement modification would be completed during the 1987 maintenance outage was transmitted through Consumers Power Company's January 28, 1987 submittal.

Within this submittal it was also identified that System Engineering personnel would develop a solution which reduces temperature switch failures.

This solution will be completed prior to the end of the 1988 refueling outage.

Currently, Consumers Power Company believes it would not be prudent to complete the modification in 1987 without addressing the necessary solutions to reduce temperature switch failure.

Therefore, this modification has been budgeted for, and will be completed prior to the end OC0987-0144-NL04

Nuclear Regulatory Commission Palisades Plant Confirmatory Action Letter Clarifications September 14, 1987 of the 1988 refueling outage.

In the interim, the calibration frequency for this temperature switch will be increased from refueling interval to every four months.

3 As discussed at the August 25, 1987 meeting in NRC Region III Offices, we plan to docket a letter in late October to advise you of any further changes in planned completion of remaining actions, together with the updated version of the SFE program and any other appropriate clarifications.
