SEP o 3 19S'T This is to acknowledge receipt of your letter of August 10, 1987, which
- transmitted Revision 6 to Section 7, Emergency Facilities and Eq~ipmerit, and Section 8, Maintaining Emergency Preparedness of the Palisades Plant Site Emergency Plan.
This revision was received in our office on August 14, 1987.
We have completed our review of Revision 6 for Sections 7 and 8 of the Site Emergency Plan (SEP).
Section 8.12 of the SEP, Communication Drills, now specifies that communication lines with the County emergency operations centers shall be tested annually by calling the respective Sheriff's Department.
This change was ~ad~ in response to a finding from the April 20-24, 1987 inspection (Inspection Report No. 50-255/87010) and is acceptable.
However, our review also identified some unacceptable communications test frequencies listed in Section 8.12.
Planning Standard N.2.a of NUREG-0654, Revision 1, which is incorporated in 10 CFR Part 50.47(b(l4)), stipulates that communications with State and local.
governments within the plume exposure pathway Emergency Planning Zone (EPZ) shall be tested monthly.
Section 8.1.2, Page 3 of 6, states that this test
_shall be performed quarterly.
Planning Standard N.2.a also stipulates that communications with Federal emergency response organizations and States within the ingestion pathway shall be tested quarterly.
Section 8.1.2, Page 3 of 6, states. that this communications test shall be tested annually.
These two unacceptable communication test frequencies will require revision to conform to Planning Standard N.2.a to make the SEP acceptable.
The current communication test frequencies for these two areas decrease the effectiveness
- of the plan.
These communication test frequencies were discussed on August 28, 1987, with Mr. James Brunet, Senior Emergency Planning Coordinator, Palisades Plant.
. He surmised that the frequencies were in error, and may have resulted from word transpositions made in earlier SEP revisions.

Our inspection staff has confirmed that ~hese communication tests are being conducted on the required frequency.
An oral commitment was made by Mr. Burnet to correct the frequency errors in Settion 8.1.2 of the SEP within 30 days of the date of this letter.
W~ will review these changes upon receipt of the revision.
Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan.
However, if your safety review indicates no decrease in e~ergency preparedness effe~tiveness,
- then changes can be made.without prior NRC approval.
In all cases, you must furnish copies of each proposed change to the NRC in atcordanc~ with 10 CFR 50.54(q).
Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V (Implementing Pr9cedures):
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
